Half-price travel passes boost sales far more than journeys

Sales of half-price public transport passes have risen by 50–100 per cent in regions studied by Swedish researchers, while journeys have typically increased by only 3–6 per cent.

The preliminary findings from national mobility research centre K2 draw on Stockholm, Skåne and some smaller regions. Some recorded journey increases approach 9 per cent, but comparisons with last year vary with holidays and other conditions.

The government halved monthly-pass prices nationwide from 1 July to 31 December. Researchers say occasional passengers may now find a pass cheaper than single tickets, even without making many more trips.

Congestion-charge portals in Stockholm and Gothenburg have shown no reduction in driving since the discount began. The project cannot yet establish whether motorists, cyclists or pedestrians have switched to public transport.

Pass sales have grown most among pensioners, exceeding 125 per cent in Skåne. That increase describes ticket purchases, rather than a matching rise in journeys.

K2 will continue studying travel patterns, revenue and the reform’s implementation. Final results are due in 2027.
