Estonia rejects 20 of Sweden's 37 proposed prisoners

Estonia rejected 20 of 37 prisoners proposed by Sweden as the first group was flown to Tartu Prison on Tuesday, exposing an immediate limit in the countries' new prison deal.

Estonia rejected them because of reported links to organised crime or a risk of radicalisation, according to Expressen. The Estonian prison administration said their profiles did not meet the agreement's conditions.
The agreement allows Estonia to refuse categories of prisoners. Swedish Justice Minister Gunnar Strömmer told SVT that this was a normal part of starting the cooperation and called the first completed transport historic.
Preliminary plans put about 100 Swedish prisoners in Tartu by the end of September. The agreement covers capacity for up to 600 prisoners.
