Sweden's government has appointed an investigator to examine whether more homes can be built near areas designated as being of national interest to the military.
The inquiry will identify barriers in planning and environmental rules, with particular attention to military noise. It must propose legal changes that could allow additional housing without limiting the Armed Forces' operations or Sweden's defence capability.
Municipalities currently have to weigh housing demand against national-defence interests when preparing development plans and building permits. The assignment asks whether that balance can be made more predictable while remaining compatible with EU law and Sweden's international obligations.
This is an inquiry, not permission to build at any named site. Existing planning and environmental requirements remain in force. The investigator is due to report by 1 September 2027, after which the government would still need to decide whether to advance any recommendations into legislation.
