Sweden changes building energy declarations from 1 October
Sweden will change the information shown in building energy declarations from 1 October, under new regulations adopted by the National Board of Housing, Building and Planning.

The declaration rules apply mainly to owners who are legally required to keep a valid document, and to buyers and sellers using it to assess a property's energy performance. Declarations will use an energy-performance figure instead of today's primary-energy figure and gain a redesigned summary highlighting profitable efficiency measures.
Those changes have no transition period. Publicly owned buildings that were previously exempt have until 1 July 2028 to obtain a declaration under the amended law.
Separate rules on energy conservation and insulation also take effect on 1 October. They primarily affect professionals who design, build and inspect buildings, but carry a one-year transition ending on 30 September 2027.
Boverket said the regulations implement part of the EU Energy Performance of Buildings Directive and are intended to support lower energy use and better indoor conditions. The agency will publish detailed guidance progressively.
