Severance pay can delay Swedish unemployment money

You lose your job and sign a severance agreement. The payment can feel like breathing room. In Sweden, it can also change when unemployment money starts, even if you register on time.

The Swedish Public Employment Service says a redundancy notice does not automatically mean dismissal or unemployment. But if the job does end, Arbetsformedlingen tells workers to register on the first day of unemployment and apply to their unemployment insurance fund, or a-kassa.

The key issue is the period the payment is meant to cover. Arbetsformedlingen says severance is not statutory and is often based on a contract or agreement. If you receive it, the unemployment insurance fund calculates the earliest date when you can receive unemployment benefits.

IAF's published collection of the current insurance law says a person who receives severance pay or economic damages corresponding to salary has no right to unemployment compensation for the period covered by that payment.

That does not make first-day registration optional. On its English page for people who become unemployed, Arbetsformedlingen says a-kassa assesses the right to compensation from the day a person is registered and unemployed. The same first-day registration also protects sickness-benefit qualifying income, SGI, with Forsakringskassan.

The obligations may begin before any money arrives. Arbetsformedlingen's compensation conditions say they apply from the first registered day even before the unemployment fund has decided. Jobseekers must normally apply for suitable jobs, follow the action plan, submit activity reports between the 1st and 14th each month, attend meetings and accept suitable work or interviews.

For international professionals, the practical test is not only the severance amount. It is what period the payment represents, when employment legally ends, when registration is submitted, and which documents the a-kassa will read. Before signing, ask your unemployment fund how the agreement will be counted. Keep the termination letter, severance agreement, payslips, registration proof and activity-report records together.
