October benefits bring activity requirements after three months of support

Adults receiving Swedish subsistence support for at least three consecutive months face a new mandatory activity requirement from the October benefit month, subject to exemptions and their capacity to participate.
The amended Social Services Act took effect mainly on 1 July. Its duty on municipalities to require participation first applies to support covering October 2026.
Activities can include language learning, preparation for work or education, job-search support and workplace-based activity. Municipalities must draw up an individual plan that also sets aside time to look for work.
Participation must reflect the person’s capacity and cannot exceed 40 hours a week. The time must be reduced and adjusted for part-time work, qualifying studies or programmes, job-search duties and other obligations.
Exemptions include specified full-time work, education or programmes, reaching the target pension age and receipt of certain sickness or disability benefits to the extent covered. Separate age and parental-leave exemptions also apply.
Without an acceptable reason, declining assigned activities or failing to attend means continued support must be refused or reduced. Municipalities may make exceptions where special reasons exist.
