KD wants a lower hurdle for converting rental homes

The Christian Democrats want a majority of tenants in a building to be enough to approve converting rental homes into tenant-owned cooperative housing, as part of a national crime-prevention package presented on Friday.
The 74-point report links safer neighbourhoods to changes in housing tenure, support for families and schools, and stronger policing. Its cover says the party board adopted it in June; Friday’s presentation urges the next government to take further preventive action.
KD wants legislation allowing a broader mix of housing tenures in vulnerable areas, limits on the share of municipal housing, and demolition or conversion of existing rental flats into cooperative or individually owned homes.
Alongside freer rent-setting, the party proposes requiring a share of both municipal and privately owned housing to be allocated according to need. These homes would be spread across each municipality.
A ten-year programme with state support would help municipalities and property owners replace isolated high-rise environments with garden-city neighbourhoods and smaller homes.
These are party proposals, not changes to tenants’ current rights. The report does not establish that changing housing tenure itself prevents crime; that is part of KD’s case for the package.
