Swedish inquiry proposes school funding tied to pupils’ needs

Sweden should adjust its national funding price list for upper-secondary schools to reflect pupils’ educational needs and require municipalities to coordinate resource allocations, a government inquiry proposed on Thursday.
The final report also proposes allowing exceptions to equal funding terms where special reasons exist. Municipal cooperation agreements would need to address compensation for strategically important programmes.
Municipalities would be able to attach conditions when providing extra funding to independent school operators and reclaim the money if those conditions are not met. The inquiry proposes that the legislative changes take effect on 1 October 2027.
Education Minister Simona Mohamsson told Ekot she wanted to send the proposals for consultation, but said the caretaker government could not introduce new policy.
