New fee due on non-EU online orders from November

Online purchases shipped to Sweden from outside the EU will face a new handling fee from 1 November, regardless of their value. Swedish Customs says the amount is expected to be €2 but has not yet been formally fixed.

The Customs guidance distinguishes the new fee from the €3 customs duty introduced on 1 July for low-value purchases. Both charges apply by item line, rather than simply once per parcel.

Different products count as separate item lines. Identical products usually count together, although a retailer’s declaration system can sometimes separate them. Customs advises asking the shop or carrier when that is unclear.

Goods genuinely dispatched from another EU country do not attract these Customs charges. A European-looking shop or website is not enough: buyers should check its delivery and payment terms to establish where the goods will actually be sent from.

The November handling fee will apply even when the order’s value is above the €150 threshold used for the flat-rate customs duty.
