Finance Minister Elisabeth Svantesson has brought together all eight parliamentary parties to seek agreement on a caretaker budget for 2027, including continued expansion of Sweden’s defence spending.

Svantesson told TV4 that defence funding would differ from the 2026 allocation. The talks concern essential public functions while negotiations to form a new government continue; they do not amount to an agreed budget.

The budget deadline is 12 November this year. If no new government has taken office by then, the caretaker administration must submit the proposal.

Svantesson also left open a separate attempt by the Moderates and other parties to win parliamentary support for their own economic policies. That would be distinct from the caretaker proposal she is preparing as finance minister.

An incoming government could therefore face a budget shaped by a different parliamentary majority. Parliament decides the budget, and opposition parties can submit competing proposals; becoming prime minister does not by itself secure a majority for a spending plan.
