Boverket’s new building rules now apply to every new case
The transition period allowing developers to choose the older BBR and EKS frameworks ended on 30 June.

Boverket's new building regulations now apply in full to every new case submitted from 1 July 2026, after the transition period for Sweden's previous rules came to an end.
During the transition, applicants could choose between the older Boverket Building Regulations, known as BBR, and the structural regulations known as EKS, or use the new framework. That choice ended on 30 June.
For new cases, the replacement regulations are now the only current route. Boverket has divided both the rules and their official guidance into separate subject areas.

Those areas cover care during construction, suitability of homes, fire safety, load-bearing capacity and stability, hygiene, health and the environment, noise protection, safety in use, accessibility and usability, and building plots.
Housing essentials
The old BBR and EKS guidance has been removed from its previous location on Boverket's website, but it remains available as downloadable PDF documents. That is important because the earlier rules still apply to some projects already in the system.
If a building-permit decision was issued before 1 July 2026 and the applicant chose the older regulations, those older rules will continue to apply when the project reaches the start-approval stage. This remains the case even if the start approval is issued after 1 July.
What happens now
The date and the choice made in the earlier permit process therefore determine which framework governs an existing project. The full switch applies to new cases; it does not automatically move every previously approved project onto the new regulations.
Boverket has published online guidance for each part of the replacement system through its Planning and Building Act knowledge bank. It has also prepared free web courses to support people applying the new rules.
Courses are available for all of the new sets of regulations except the rules concerning building plots. Older guidance remains accessible for projects that still lawfully follow BBR or EKS.
For developers, designers and municipal building committees, the immediate change is the end of parallel systems for new work. New applications must be assessed against the replacement regulations, while cases that qualified for the transition must continue under the framework selected before the cut-off.
